-General and Council have not a general Power to be the Legislature of this Country, they have only a Power in Conjunction with this Court to make By-Laws, provided they were not repugnant to the Law of England. The Legislature have establish’d a Court of English Court Judges to determine whether the Law proposed is repugnant to the Law of England.
