Says he has bn in milit Service of Compy ever since 1764, & is now Lieut Col & Mily Secretary. He does not remember all the Rx of service. It is customary for officers commd Detachmts to countersign all bills for stores, cattle, food & other articles quedther cod the paymt pay any such bill unless countersigned by the comy officer; the cause of which originates in regul of the service.

That by the Compy’s regul of 1767, it is directed that comy officers sl check & control Commissaries & in no shape act in those capacities themselves. & Gov & Col in 1780 have directed that no commissd officer on duty with any part of the Army shall act as a Comy of supplies of stores.

He knows of no authority given to Comy of Armies to claim the profit
