Mr. Hare, Advocate for the Petitioners, in answer to Mr. Neman and Mr. Lawrence.
The first objection taken to the Petition by Mr. Newman, is to the Names, the Professions, and the Colours of the Petitioners: To this I answer, that all the Inhabitants are intituled to the Protection of the Law of England, and all may be affected by this By-Law. The undertaking to alter some parts of this By-Law still appears to me, to be, as Mr. Davies stated last Friday, an unanswerable reason, not to pass this. The Governor-
