the Debtors can not extend to this Country.
The Creditors by the Statutes are intituled to see the Records in the Court of Chancery.
Creditors here by the distance can not do this nor discover frauds in obtaining the Certificate.
How can the Creditor here avail himself of the Clause of Number and Value in opposing the Certificate?
