Mr. Miller has said that tho’ the Bye Law is abrogated yet the sanctions of it are in general considered as a rule to go by, and not to be exceeded, Mr. Dunkin therefore here read a part of the Bye Law which directs that in assaults the punishment should be by fine, not exceeding 200 Rs & if the fine is not paid then & then only, the offender may be punished by a whipping not exceeding 20 strokes of a rattan or 13 of a slipper.
