possibly such might be the intention of the Minister in the Charter, or rather the intention of Thurlow the Attorney General the intimate friend of Impey, or perhaps of Impey himself who had a large share in wording the Charter as he himself says, and I know to be true, and the consequences might be little attended to by Thurlow who was always an indolent man, and likewise disapproved the whole act of Parliament, and beside that, was in his disposition fond of Tyranny and Arbitrary Power as I judge by his own conversation of which I have heard much.
