Service & have been in India upwards of 20 years.
I was formerly Collector of Tirhut in 1773.
I know Ramchunder Sein perfectly well and have known him ever since Sept or Oct 1773. About that time he was appointed either by the President & Collector of Fort William or by the Chief & Collector of Patna to be Dewan of Tirhoot under me.
His deportment, while he served under me, was in every respect proper.
