licence of the E. I. Compy, and might empower, as they have in fact empowered, the said Company, and certain Governours of their Settlements, and other agents of theirs, to arrest & seize or cause to be arrested, and afterwards to send to England all such British Subjects as should be found in India residing there without such Licence. To the several objections abovementioned Mr. Davies & Mr. Burroughs answered thus:
