Mr. Ducarel was call'd and swore there was an Appeal from the Principal Councils to the Governor General and Council, which was exercised by his re-examining the Causes on the Evidence produced before the Provincial Councils, and also new matter furnish'd by the Parties on each side, and on all this, making his Report, which was read by the Governor General and Council, and the materials from which he formed his Report, and then the Governor-General and Council made the Decree on the appeal. Mr. Ducarel did this in his office of Super-Intendant of the Khalsa Records.
This Justification differ'd from others which have been offer'd, by not saying as the others have, "that an appeal lay to the Governor-General and Council and no other" from the Decree of the Provincial Councils.
