If there are legal objections, the Court are bound in their Judicial Capacity to reject the Bill, though they might think it beneficial to the Inhabitants.
The Powers given by the first Clause of the Act, vesting the Government in the Governor-General and Council it will not be contended to give Powers to make such an Ordinance as this: but the Powers if given, are given, by the other Clause concerning the manner of enacting Ordinances.
