The Justice of punishing a beating by beating has been genly admitted in Bengal, & the practice & I believe all most men whether Europeans or natives who have resided long in Calcutta will admit the necessity of some power by which petty offences may be tried in a very summary way & punished by fine or for inability to pay a fine by whipping.
But I agree that no such power resides in the Defts and I am further of opinion that if they had such power they would abuse it by inflicting such punishment as leaves an indelible mark, perhaps in any case
