signs first, & his signature is a proof to me that the claim is to be allowed; either as being agreeable to the fixed establishment, or as being authorized by a [particular?] order of the Governor & Council. After I have signed the order made out by the Accountant General it is countersigned by the Dewan. Tho’ the order has been signed by the Accountant General & President if the Dewan discovers any reason why it ought to not to be issued he refuses to counter sign it.
If the President wants any information before he signs it, the proper person for him to apply to is not the Dewan but the Accountant General, in the absence of the Accountant. I said apply
