[ILL] is covering a Risk. Covering a Risk is making an Insurance.
[then?] Insuring this again is making a Re-Assurance, contrary to the Statute of G. 2d.
Transfer of Risk without property is the first step of an Insurance; the Difference between the two Bonds as to the Interest they bear, is the Premium which is the second step.
