Persons properly qualified for these appointments the Board are pleased to leave to Colonel Leslie.

That the Board deem it expedient Colonel Leslie should be authorized to make whatever disbursements he shall think necessary on this Service: they do therefore direct the Paymaster to obey his orders in every particular, requiring his Signature to all charges not allowed for in the fixed regulations of the Service and for all such extra disbursements they shall deem the Commanding Officer responsible to them in their Board of inspection.
