know He misquoted my expression. On the 31 March, I certainly had it not on contemplation to prosecute Mr. Fenwick. I was suspicious at first of Mr. Macinley, & have a memorandum of what passed between Him & me. I never authorized Macinley to make any proposal whatever to Mr. Fenwick. I thought Macinley a confidential friend of Mr. Fenwick & therefore had a suspicion of him at first. I suspended Mr. Fair, bec. in Mr. Fenwick’s letter of the 17th June, Fair was charged (see the Letter) with improper conduct.
In June, when I reinstated Far in my office, I intended to carry on the prosecution on which began with the indictmt.
